POLITICAL SCIENCE CLUB of MILES COLLEGE
BYLAWS
(Effective: March 2001)
Article I: Name and Motto
The name of the student organization shall be the Club De Poli Sci (The Political Science Club) of Mile College, here after referred to as PSC
The motto shall be, "Motivating and challenging people in society to embrace social change through civic participation."
Article II: Purpose and Goals
To promote scholarly interests and endeavors in the Social and Behavioral Sciences. It is open to all students who have demonstrated a capacity for and promise of excellence in all-scholastic endeavors, especially in political science
To promote the education of the college community and the general community at-large regarding political and social issues that impact all of us.
Article III: General Functions
To educate all students to develop an interest in the political process and activities that will enhance their academic and their personal lives as citizens of this nation.
To strengthen educational, professional/career and social networks for members of the PSC.
To assist all PSC members in preparing for graduate school and career opportunities after Miles College.
To provide a forum for discussing local, state, national and international issues.
Article IV: Membership
Section 1. Membership
Membership is open to all students attending Miles College who seek to enhance their knowledge of political science and who are willing to share their expertise with others.
Each member will be asked to pay dues for the year. The amount will be established at the first scheduled meeting of the year.
Article V: Meetings of the Organization
Section 1. Regular Meetings
Regular meetings will be held at once a month. The meeting days and times will be determined during the first organizational meeting of the fall semester.
Meetings will be scheduled at a time when the faculty advisors can be present
Section 2. Committee Meetings
The committee chair will determine the location and the time of the meeting.
Section 3. Purpose of the Meetings
To conduct the business of PSC
The corresponding secretary and/or public relations officer shall remind all members of the meeting five (5) days prior to the scheduled date by posting notifications.
Section 4. Agenda
The president shall prepare the agenda in collaboration with other officers and the faculty advisors one-week prior to the general PSC meeting. Should a member decide to add an item to the agenda, they must do so by conferring with the president and vice president of the PSC four days prior to the general meeting.
Section 5. Voting
Voting for officers and other similar activities will be done by ballot. Voting for PSC officers will be held during the first meeting of the PSC.
Only Political Science majors are eligible to hold office and only Political Science majors can vote for officers.
Article VI. Officers of PSC
Section 1. Who Shall Hold Office
Only students who are political science majors can hold office. Those seeking the office of president or vice president must be sophomores, juniors or seniors. All officers must have at least 2.0 GPA
Section 2. Officers
The officers shall be president, vice president, secretary, treasurer, corresponding secretary, and parliamentarian.
Section 3. Terms of Office
Each person holding office shall have a term of one year, from August to May. No student can hold the same office for more than two consecutive years.
Section 4. Resignation or Impeachment
Should an officer decides to resign from his/her position, a written letter must be supplied one week prior to the end of that person’s intended date of resignation. One week after the official date of resignation, the membership must elect a person to assume that position. If that fails, the faculty advisors will select a person
Should the membership in conjunction with the faculty advisors decides that an officer needs to be impeached from his/her position, there must be three reasons explaining why and 2/3 of the membership has to vote in favor of impeachment. The person who is being removed from office has the right to answer all charges in writing and to address the membership.
One week after the official date of impeachment, the membership must elect a person to assume that position. If that fails, the faculty advisor will select a person.
Section 5. Duties of the Officers
The officers shall be responsible for executing the duties as stated in the Bylaws. They shall report to the PSC meetings on the assigned meeting dates and conduct an officers’ meeting once a week. All officers must have at least a 2.0 overall average and at least a 2.5 average in all political science courses.
President
1.
Shall preside at all chapter meetings and officers’ meetings
2.
Shall consult with the faculty advisors concerning PSC business and activities
3.
Shall represent PSC at faculty meetings, campus activities, conferences and workshops
4.
Shall guide the preparation of the agenda
5.
Shall be a non-voting member of the assembly, unless there is a tie
6.
Shall make a general report to the membership regarding the state of the organization, including its goals and objectives, accomplishments and areas of weakness
Vice President
1.
Shall perform all duties of the president in that person’s absence
2.
Shall serve as chairperson of standing and special committees
3.
Shall succeed the president in the event that person is unable to complete his/her term
4.
Works with the president and the faculty advisors in establishing the PSC’s yearly goals and objectives
Secretary
1.
Shall be responsible for keeping and preparing the minutes of PSC meetings and officers’ meetings.
2.
Shall present the minutes for approval at the current meeting
3.
Shall record all monies received
4.
Shall keep a record of attendance
5.
Shall ensure that all members are provided with a copy of the Bylaws
6.
Shall maintain an accurate membership list containing members’ names, addresses, and telephone numbers
7.
Shall be responsible for all PSC correspondence
8.
Shall be responsible for posting notice of all meetings and special events sponsored by the PSC at least five days before the scheduled meeting or event.
Assistant Secretary/Corresponding Secretary
1.
Shall perform all duties of the secretary in that person’s absence
2.
Shall serve as chairperson of standing and special committees
3.
Shall succeed the secretary in the event that person is unable to complete his/her term
4.
Works with the president, vice president, secretary and the faculty advisors in establishing the PSC’s yearly goals and objectives
Treasurer
1.
Under the direction of the faculty advisor, shall supervise the expenditures and accounting of all PSC monies
2.
Shall collect and deposit all dues, fees, and other monies and expenditures
3.
Shall make a monthly report of the financial state of the organization.
4.
Shall maintain a budget based on income and expenditures
5.
Shall maintain all receipts for expenditures
Parliamentarian
1.
Shall become familiar with Roberts Rules of Order and implement parliamentary rules and procedures during all regular meetings
